Quotas and Procedures
The Prime Minister’s Decree (DPCM) allocates these quotas among sectors, types of work, and workers, indicating the schedule for applications by employers.
“Programming of legal entry flows of foreign workers to Italy for the triennium 2023-2025.”
Who can apply for the flow decree?
The request must be submitted by the employer, whether Italian or a foreigner regularly residing in Italy, who wishes to hire a non-EU citizen. It is also possible to submit the request through a specialised immigration office that verifies the validity and correctness of all documents.
Types of Work
A total of 452,000 foreign citizens will be admitted to Italy for work purposes, including:
- Seasonal subordinate work
- Non-seasonal work
- Self-employment
- Subordinate work
Total Entries Within the Quotas
Foreign citizens residing abroad are admitted to Italy for seasonal and non-seasonal subordinate work and self-employment within the following total quotas:
a) 136,000 foreign citizens for the year 2023;
b) 151,000 foreign citizens for the year 2024;
c) 165,000 foreign citizens for the year 2025.
Entries Within the Seasonal Work Quotas
Within the overall quotas, foreign residents are admitted to Italy for seasonal subordinate work in the agricultural and tourist-hotel sectors within the following quotas:
82,550 units for the year 2023;
89,050 units for the year 2024;
93,550 units for the year 2025.
Sectors
Foreign citizens residing abroad are admitted to Italy within the overall quotas for non-seasonal subordinate work and self-employment in the following sectors:
Haulage and freight transport,
Construction,
Tourist-hotel industry,
Mechanical industry,
Telecommunications,
Food,
Shipbuilding,
Passenger transport by bus,
Fishing,
Hairdressing,
Electricians and plumbers,
Self-employment,
within the following quotas:
53,450 units for the year 2023, including 52,770 for subordinate work and 680 for self-employment;
61,950 units for the year 2024, including 61,250 for subordinate work and 700 for self-employment;
71,450 units for the year 2025, including 70,720 for subordinate work and 730 for self-employment.
Schedule for Applications by Employers
For the 2023 quotas, applications can be submitted:
- from December 2 for non-seasonal subordinate workers from countries with cooperation agreements with Italy;
- from December 4 for other non-seasonal subordinate workers;
- from December 12 for seasonal workers.

EMPLOYER DOCUMENTS
- Chamber of Commerce registration;
- Financial statements (turnover and business income)
- Number of workers, including apprentices, training contracts, and non-EU workers
- Identification, residence, and contact information
- Job offer (not less than 20 hours per week with a monthly salary not less than the social allowance amount)
- Proof of housing suitability or proof of housing request for the foreign worker in Italy; if the employer provides housing, they must provide evidence of its actual availability and the conditions under which it is offered (the rent cannot be excessive compared to the quality of the accommodation provided and cannot exceed one-third of the worker’s salary; it cannot be reduced from the salary).

CONCLUSIONS
Further implementing provisions will be defined shortly through a joint circular of the Ministry of the Interior, the Ministry of Labour and Social Policies, the Ministry of Agriculture, Food Sovereignty, and Forestry, and the Ministry of Tourism, in consultation with the Ministry of Foreign Affairs and International Cooperation.
